On May 4, 2026, IRCC clarified that the In-Canada Workers Initiative — aimed at transitioning up to 33,000 workers to permanent residence over 2026–2027 — is being implemented by accelerating processing of existing PR applications already in IRCC's inventory, not through a new Express Entry stream; it targets workers in smaller communities under specific regional and pilot programs.
A new TR-to-PR pathway is expected to accept approximately 16,500 applicants per year in 2026 and 2027, but details and eligibility criteria have not yet been fully announced; experts warn the intake will be competitive and likely first-come, first-served based on the 2021 pathway experience.
Canadian Experience Class (CEC) PR applications now show a processing time of 7 months as of February 2026, up from 6 months in January 2026.
