Canada is fast-tracking PR applications for up to 33,000 temporary workers in 2026–2027 through the In-Canada Workers Initiative (TR-to-PR), initially prioritizing applicants already in the PNP, Atlantic Immigration Program, RCIP, FCIP, Caregiver, and Agri-Food Pilot streams who have lived in smaller communities for at least two years.

IRCC confirmed applicants do not need to take any action to be considered for fast-tracking — the department will proactively process eligible applications from existing inventories.

Several previously active PR pathways are now closed, including the EMPP, Agri-Food Pilot, TR-to-PR pathway (original), and RNIP, narrowing the available routes to permanent residence.

What You Should Do

  • If you have an existing PR application under PNP, AIP, RCIP, FCIP, Caregiver pilots, or Agri-Food Pilot and have lived in a smaller Canadian community for at least 2 years, you may be eligible for fast-tracked processing under the In-Canada Workers Initiative — no action is required. Monitor your IRCC account at ircc.canada.ca for status updates.
  • If you are a TR-to-PR pathway applicant from 2021 still awaiting a PR decision, apply for an open work permit before December 31, 2026 at canada.ca/tr-pr-pathway-open-work-permit to maintain your legal status and work authorization while waiting.
  • If you were planning to apply under the EMPP, Agri-Food Pilot, RNIP, or original TR-to-PR pathway, note these programs are now listed as 'Closed' on canada.ca. Book a consultation with a Regulated Canadian Immigration Consultant (RCIC) to identify current alternative pathways.
