Work Permits Update — June 29, 2026

Monday, June 29, 2026

The open work permit deadline for TR-to-PR pathway applicants (who applied in 2021) has been extended to December 31, 2026, allowing eligible applicants to continue working for any employer while their PR application is processed.

Canada's 2026 immigration levels plan increases the International Mobility Program (IMP) target to 170,000 new LMIA-exempt work permit holders — a 32% increase from the previous target.

New work permit rules for 2026 include stricter eligibility verification (job offer authenticity, employer background checks, financial stability proof) and digitized application processing to reduce delays.

What You Should Do

  • If you applied under the 2021 TR-to-PR pathway and are still awaiting a PR decision, confirm your eligibility for the extended open work permit at canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/tr-pr-pathway/open-work-permit.html and apply before December 31, 2026.
  • If you are an employer or foreign worker applying under the International Mobility Program, review the updated IMP targets and LMIA-exempt categories (including CUSMA/CETA trade agreements, intra-company transfers, and PGWPs) at canada.ca to determine if your situation qualifies for the expanded 2026 intake.
  • If you are an employer sponsoring a foreign worker through an LMIA-required stream, prepare for enhanced scrutiny in 2026 by gathering documentation for job offer authenticity, employer background verification, and the worker's previous work experience before submitting your application.

Topics Covered

LMIA-Exempt Work Permit Expansion: Canada's 2026 immigration levels plan sets a target of 170,000 new IMP entrants, a 32% increase, expanding access for foreign workers in LMIA-exempt categories such as trade agreement workers, intra-company transferees, and PGWP holders.

TR-to-PR Open Work Permit Extension: The open work permit for eligible 2021 TR-to-PR pathway applicants still awaiting a PR decision has been extended to December 31, 2026, allowing continued work authorization in any occupation for any employer.
