Work Permits Update — October 12, 2026
Monday, October 12, 2026
The TR-to-PR open work permit deadline has been extended: eligible applicants (and family members) who applied under the 2021 TR-to-PR pathway can now apply for an open work permit until December 31, 2026.
As of July 17, 2026, Canada updated the TFWP wage thresholds that separate high-wage from low-wage positions, and revised the list of Census Metropolitan Areas (CMAs) where low-wage LMIA applications will not be processed — 26 CMAs remain restricted until at least October 9, 2026, while 8 regions (including Halifax, Winnipeg, and Regina) reopened to low-wage LMIA processing as of July 10, 2026.
Canada's 2026 immigration levels plan increased the IMP (LMIA-exempt work permit) target to 170,000 new entrants — a reported 32% increase from the prior year — reflecting a broader push to attract global talent through free trade agreements, intra-company transfers, and post-graduation work permits.
What You Should Do
- If you applied under the 2021 TR-to-PR pathway and are still awaiting a PR decision, confirm your eligibility for the extended open work permit at canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/tr-pr-pathway/open-work-permit.html — the application deadline is December 31, 2026.
- If your current TR-to-PR open work permit is expiring soon, apply for renewal up to 4 months before expiry. Family members in Canada can apply at any time after the PR application was submitted.
- Employers planning to submit a low-wage LMIA application should verify whether their CMA is on the current restricted list before proceeding. Check the ESDC website for the updated restricted CMA list (effective July 10, 2026); 26 CMAs remain restricted until at least October 9, 2026.
- Employers hiring for low-wage positions must now comply with the 8-week advertising requirement and mandatory youth recruitment rules introduced in April 2026. Review the updated TFWP requirements at canada.ca before submitting any new LMIA application.
- Employers in rural areas should check whether they qualify for the temporary rural employer relief measures introduced in April 2026 — confirm eligibility through ESDC's TFWP guidelines on the Government of Canada website.
- Verify the new provincial/territorial high-wage vs. low-wage thresholds (effective July 17, 2026) for your region on the ESDC website, as the stream your employee falls under determines which LMIA rules apply.

How these topics connect
Employers relying on low-wage temporary foreign workers face a compounding squeeze: the advertising period has doubled while LMIA-exempt alternatives are being scaled up, signaling a clear federal push to make LMIA-based low-wage hiring progressively less viable.
