IRCC Policy Update — July 16, 2026

As of April 1, 2026, Canadian passport fees increased (e.g., 10-year adult passport now $163.50, up from $160), and a new '30 days or free' processing guarantee took effect, automatically refunding fees if processing exceeds 30 business days.

Several new temporary public policies were published, including a June 5, 2026 policy facilitating work permits for prospective PR candidates in Quebec and their spouses, and an April 1, 2026 policy extending open work permits for Ukrainians and their family members.

Starting July 15, 2026, new regulations governing licensed immigration consultants (RCICs) become operational, affecting how consultants can operate in Canada.

What You Should Do

  • If you are applying for or renewing a Canadian passport, confirm you are paying the new fee ($163.50 for a 10-year adult passport from within Canada) at canada.ca/passport before submitting your application.
  • If your passport application was submitted after April 1, 2026 and processing exceeds 30 business days, check your application status at canada.ca/en/immigration-refugees-citizenship/services/canadian-passports.html and request your automatic fee refund under the '30 days or free' guarantee.
  • If you are a prospective PR candidate in Quebec or their spouse/common-law partner, review the June 5, 2026 temporary public policy for work permit eligibility at canada.ca/en/immigration-refugees-citizenship/corporate/mandate/policies-operational-instructions-agreements/public-policies.html and apply before the policy expires.
  • If you are a Ukrainian temporary resident in Canada with an expiring open work permit, review the April 1, 2026 extension public policy at canada.ca/en/immigration-refugees-citizenship/corporate/mandate/policies-operational-instructions-agreements/public-policies.html to confirm your eligibility for an extension.
  • If you use a licensed immigration consultant, verify they are registered and compliant with the new regulations taking effect July 15, 2026 by checking the College of Immigration and Citizenship Consultants (CICC) registry at college-ic.ca.
