IRCC Policy Update — October 15, 2026
Thursday, October 15, 2026
The 2026–2028 Immigration Levels Plan holds permanent resident admissions at 380,000 for 2026, raises the economic immigrant share to 64% by 2027, and cuts temporary resident targets sharply from 673,650 in 2025 to 385,000 in 2026.
As of April 1, 2026, Canadian passport fees increased for the first time since 2013 (e.g., 10-year adult passport now costs $163.50), and a new '30 days or free' passport processing guarantee took effect.
IRCC is reducing its own workforce by approximately 318 full-time equivalents by 2028–29 as part of a Comprehensive Expenditure Review, which may affect processing capacity across programs.
What You Should Do
- If you are planning to sponsor parents or grandparents for a Super Visa, check the updated flexible income requirements that took effect April 1, 2026, on the IRCC Super Visa page at canada.ca/en/immigration-refugees-citizenship/services/visit-canada/parent-grandparent-super-visa.html.
- If you need to renew or apply for a Canadian passport, budget for the new fees: $163.50 for a 10-year adult passport or $122.50 for a 5-year adult passport (from within Canada). Apply at any Service Canada or passport office and note that if your application takes longer than 30 business days from receipt of a complete application, you are entitled to a full fee refund — no action needed to claim it, it is automatic.
- If you are a temporary resident (worker or student) whose permit is tied to programs affected by the new lower 385,000 temporary resident target for 2026, review your current status and planned renewals now. Visit canada.ca/en/immigration-refugees-citizenship/corporate/immigration-system/levels.html for the full 2026–2028 levels breakdown.
- If you are an employer or applicant planning to use economic immigration streams in 2027–2028, note that economic migrants will make up 64% of all PR admissions — the highest share in decades. Review the updated category allocations in the 2026–2028 Levels Plan at canada.ca/en/immigration-refugees-citizenship/corporate/immigration-system/levels.html to plan your pathway.
