Canada's 2026-2028 Immigration Levels Plan targets 385,000 new temporary resident arrivals in 2026, reducing to 370,000 in 2027 and 2028, with the explicit goal of bringing Canada's temporary population below 5% of total population by end of 2027.

IRCC confirmed on May 4, 2026, that it is fast-tracking PR for at least 20,000 temporary workers in 2026 under the In-Canada Workers Initiative, targeting PNP, Atlantic Immigration Program, community pilots, caregiver pilots, and Agri-Food Pilot applicants already in the system — no new applications required.

IRCC's 2026-27 Departmental Plan signals a more constrained immigration environment: employer compliance inspections are being transferred to Employment and Social Development Canada (ESDC), arranged employment points are under review, and significant IRCC budget cuts are planned.

What You Should Do

  • If you are a temporary worker who applied through the PNP, Atlantic Immigration Program, Agri-Food Pilot, Caregiver pilots, or a community immigration pilot and have lived in a smaller Canadian community for at least two years, check your IRCC secure account for any fast-tracking notices — IRCC states no new action is required from eligible applicants.
  • If you are an employer who sponsors temporary foreign workers, prepare for compliance inspections to be conducted by Employment and Social Development Canada (ESDC) rather than IRCC going forward — review your compliance obligations at canada.ca/employer-compliance.
