Canada's 2026-2028 Immigration Levels Plan raises the LMIA-exempt work permit (International Mobility Program) admissions target to 170,000 — a 32% increase from the prior plan's 2026 target of 128,700 — while cutting LMIA-based Temporary Foreign Worker Program admissions to 60,000, down 27% from the prior target.

The TR-to-PR open work permit extension deadline has been extended to December 31, 2026, allowing eligible 2021 TR-to-PR pathway applicants still awaiting a PR decision to maintain status and work for any employer.

On February 20, 2026, IRCC issued updated officer instructions for reciprocal employment (C20 exemption code) work permits, introducing new documentation requirements in the Global Case Management System (GCMS), affecting multinational workers and cultural exchange programs.

What You Should Do

  • If you applied under the 2021 TR-to-PR pathway and are still awaiting a PR decision, apply for an open work permit before December 31, 2026 via canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/tr-pr-pathway/open-work-permit.html. Confirm you meet the 5 eligibility requirements listed there (Canadian residency, confirmed PR application submission email, etc.).
  • If your work permit relies on the C20 reciprocal employment LMIA exemption, contact your employer's HR or immigration counsel to confirm your application complies with the updated IRCC officer instructions issued February 20, 2026, including new GCMS recording requirements.
  • International students planning to apply for a Post-Graduation Work Permit (PGWP) should confirm their field of study is on the current eligible list at canada.ca — no new fields were added in 2026, and the eligible list is frozen for the year.
  • Employers currently relying on LMIA-based Temporary Foreign Worker Program hiring should review whether LMIA-exempt International Mobility Program pathways are available for their roles, given the TFWP cap has been cut to 60,000 for 2026.
