As of February 6, 2026, students in joint programs spanning multiple designated learning institutions (DLIs) or provinces now only need a single Provincial/Territorial Attestation Letter (PAL/TAL), not one per institution or province.
Master's and doctoral students at publicly-funded DLIs are now officially exempt from the PAL/TAL requirement and are excluded from federal cap allocations, with doctoral applicants from outside Canada receiving a new 14-day processing standard.
Canada's 2026 international student cap continues the intake controls introduced in 2024; the study permit holder population has fallen from over 1 million to approximately 725,000 by September 2025.
What You Should Do
- If you are a master's or PhD student applying to a publicly-funded Canadian university, confirm with your institution that they are a publicly-funded DLI — you do not need a PAL/TAL and are not subject to the federal cap. Check IRCC's graduate student webpage for the updated instructions published February 6, 2026.
- If you are applying for a joint program at multiple DLIs or across provinces, request only one PAL/TAL from your primary DLI — you no longer need separate letters from each institution or province under the February 6, 2026 rule change.
- If you are a doctoral student applying from outside Canada, note that your application (including accompanying family members) is now subject to a 14-day processing standard. Verify this applies to your application by checking canada.ca/study-permits.
- If you are restoring your student status, note that you are still required to include a new PAL/TAL with your restoration application — this rule was retained in the February 2026 instructions.
