Provincial Nominee Program Update — July 20, 2026

Monday, July 20, 2026

The July 6 PNP-specific Express Entry draw had a CRS cut-off of 708 — the lowest PNP cut-off of 2026 so far — issuing 534 ITAs, compared to cut-offs of 730–805 in previous PNP draws this year.

Ontario overhauled its PNP on June 25, 2026, replacing all 8 existing streams with a single new 'Ontario Workforce Priority' stream; the Expression of Interest system is closed and will not reopen until later in summer 2026.

As of March 30, 2026, provinces now have sole authority to assess a candidate's intent to reside and ability to economically establish — IRCC federal officers can no longer reassess these criteria once a provincial nomination certificate is issued.

What You Should Do

  • Check your current CRS score at canada.ca/express-entry and compare it to the July 6 PNP cut-off of 708. If you hold a provincial nomination, your score may qualify — create or update your Express Entry profile now to be eligible for the next PNP draw.
  • If you were in an Ontario OINP stream or waiting for an OINP Expression of Interest draw, monitor the official Ontario OINP updates page (ontario.ca/page/2026-ontario-immigrant-nominee-program-updates) for the announcement of when the new Ontario Workforce Priority stream EOI system reopens — expected later in summer 2026.
  • If you are considering a PNP pathway outside Ontario, review active provincial draws now: BC PNP held a draw June 30 (minimum score 118 for Base Stream), Manitoba PNP Draw #274 issued 77 LAAs on July 2, and Saskatchewan is running capped-sector intakes. Check each province's official PNP portal directly to confirm current open streams.
  • If you already hold a provincial nomination certificate issued after March 30, 2026, note that your intent to reside and economic establishment were assessed by the province — IRCC will not re-evaluate these. Ensure your nomination certificate is valid and submitted with your federal PR application.
  • New Brunswick applicants: If you are an international student enrolled in an eligible Private Career College program and would not have graduated before the original pilot end date, check the New Brunswick PNP page for eligibility under the extended Private Career College Graduate Pilot (now extended until end of 2027).

Topics Covered

Category-Based Selection System: July 2026 Express Entry draws show continued use of category-based draws including French-language proficiency (5,000 ITAs at CRS 420 on July 9), Canadian Experience Class (2,000 ITAs at CRS 517 on July 7), and a Senior Managers with Canadian Work Experience draw (500 ITAs at CRS 392 on July 10).

PNP Express Entry Draw Trends: The July 6, 2026 PNP Express Entry draw had a CRS cut-off of 708 — the lowest PNP cut-off of 2026 — with 534 ITAs issued, continuing a downward trend from the May high of 805.

PNP Federal-Provincial Authority Transfer: As of March 30, 2026, provinces are solely responsible for assessing a candidate's intent to reside and ability to economically establish; IRCC federal officers can no longer override or reassess a valid provincial nomination on these grounds.
