Effective March 30, 2026, new federal regulations transfer authority over 'ability to economically establish' and 'intent to reside' assessments exclusively to provinces, reducing IRCC's role to identity and admissibility checks.

Canada increased PNP nomination allocations by approximately 31% for 2026 compared to early 2025 levels, though some Atlantic provinces (Nova Scotia, New Brunswick, Newfoundland and Labrador, PEI) have not yet confirmed their final 2026 allocations.

Ontario (OINP) announced major regulatory changes on March 16, 2026 signaling a complete overhaul of its nominee program, following the suspension of its Skilled Trades Stream in November 2025.

What You Should Do

  • If you have a provincial nomination and your application is being processed by IRCC, ensure your provincial file contains strong evidence of your plan to live and work in the nominating province and your ability to establish economically there — this documentation now carries more weight under the March 30, 2026 regulatory change.
  • Check your target province's official PNP website for updated 2026 nomination allocation announcements, especially if you are targeting Nova Scotia, New Brunswick, Newfoundland and Labrador, or PEI, which have not yet confirmed their 2026 quotas.
  • If you are applying or planning to apply under the Ontario Immigrant Nominee Program (OINP), monitor ontario.ca/oinp for details on the program overhaul announced March 16, 2026. The Skilled Trades Stream is currently suspended and not accepting new Expressions of Interest.
  • Note that a provincial nomination adds 600 CRS points in Express Entry. With PNP draws running CRS cutoffs of 710–802 in 2026, a nomination is the primary pathway to an ITA for most candidates without top-tier CRS scores.
