Provincial Nominee Program Update — April 15, 2026

Wednesday, April 15, 2026

As of March 30, 2026, regulatory changes transferred responsibility for assessing candidates' 'ability to become economically established' and 'intent to reside' entirely to provinces; a valid nomination certificate now serves as sufficient proof of both criteria, reducing IRCC's role in these assessments.

Canada increased provincial nomination allocations by 31% for 2026 compared to 2025, with major provinces seeing significant boosts: Ontario rose to 14,119 (from 10,750), Alberta to 6,403 (from 4,875), BC to 5,254 (from 4,000), and Manitoba to 6,239 (from 4,750).

The overall PNP target for 2026 has risen sharply to 91,500, up from 55,000 in the previous plan — a 66% expansion.

What You Should Do

  • Check the updated provincial nomination allocation for your target province on canada.ca to understand how many spots are available in 2026 before applying to a provincial stream.
  • If you have already received a provincial nomination, be aware that as of March 30, 2026, IRCC will no longer re-assess your intent to reside or economic establishment — your nomination certificate is considered sufficient. Confirm your Express Entry profile reflects the nomination to trigger the 600-point CRS boost.
  • If you are considering a PNP stream, research which provinces have the highest allocations in 2026 (Ontario: 14,119; Manitoba: 6,239; Alberta: 6,403; BC: 5,254; Saskatchewan: 4,761) at canada.ca/pnp to identify where your skills are most in demand.

Topics Covered

PNP Federal-Provincial Authority Transfer: Effective March 30, 2026, provinces and territories are now solely responsible for assessing economic establishment and intent to reside; IRCC accepts a valid nomination certificate as sufficient proof of both, reducing federal overlap.

PNP Express Entry Draw Trends: PNP draws in 2026 have ranged from CRS 710 to 802, with April 13 coming in at 786 for 324 ITAs — the overall PNP target has expanded to 91,500 spots for 2026.

2026-2028 Immigration Levels Plan: The 2026-2028 plan sharply increases PNP targets to 91,500, up from 55,000, reflecting a federal strategy to shift immigration selection toward provinces.
