On May 4, 2026, IRCC clarified that the In-Canada Workers Initiative — aimed at transitioning up to 33,000 workers to permanent residence in 2026 and 2027 — is being implemented by accelerating processing of existing PR applications under specified regional and pilot programs, not through a new Express Entry stream.
The initiative targets workers in smaller communities with long-term ties to Canada who have already applied for PR through specific regional and pilot programs.
A new TR-to-PR pathway is expected to allow approximately 16,500 people per year in 2026 and 2027 to obtain PR, but the program has not yet opened and will likely receive very high application volumes based on prior TR-to-PR experience.
What You Should Do
- If you have already applied for PR under a regional or pilot program (e.g., Rural and Northern Immigration Pilot, Atlantic Immigration Program) and live in a smaller community, contact IRCC or check your IRCC online account to see if your application has been flagged for expedited processing under the In-Canada Workers Initiative.
- If you are a temporary resident hoping to use the new TR-to-PR pathway, begin gathering your documents now — including proof of Canadian work experience, language test results, and proof of temporary status — before the intake opens. Review eligibility criteria at canada.ca as soon as they are published.
- If you submitted an economic category PR application and are tracking processing times, monitor the r/ImmigrationCanada MEGATHREAD for community-reported timelines, and check official processing times at ircc.canada.ca/english/information/times/perm.asp.
