As of January 2026, new PR card processing took approximately 59 days (up 4 days) and PR card renewal took 35 days (up 1 day); by March 2026, renewal times dropped to 16 days.
On May 4, 2026, IRCC announced the In-Canada Workers Initiative will accelerate existing PR applications for up to 33,000 workers in smaller communities over 2026–2027, operating outside Express Entry.
A new TR-to-PR pathway is expected to open in 2026, with approximately 16,500 spots per year in 2026 and 2027; applicants are warned of high demand and potential portal issues based on the 2021 pathway experience.
What You Should Do
- If you live in a smaller community and have an existing PR application under a regional or pilot program (Atlantic Immigration Program, Rural and Northern Immigration Pilot, Agri-Food Pilot, or Caregiver programs), monitor canada.ca/in-canada-workers-initiative for updates on whether your file will be prioritized under the May 4, 2026 announcement.
- If you are a temporary resident hoping to use the new TR-to-PR pathway in 2026, begin gathering required documents now — including proof of Canadian work experience, proof of graduation (if applicable), and language test results — as the program is expected to be first-come, first-served with high demand.
- If your PR card renewal has been pending significantly longer than 16 days (current March 2026 average), submit a status inquiry via the IRCC web form at ircc.canada.ca/webform.
- Check IRCC's processing times page at ircc.canada.ca/english/information/times weekly — PR card and family sponsorship times have been shifting month to month in 2026.
