Canada launched a new one-time TR-to-PR pathway in March 2026, targeting approximately 16,500 temporary foreign workers per year in 2026 and 2027 (33,000 total), focused on those working in specific in-demand sectors with a priority for rural workers. Specific eligibility criteria and application instructions had not yet been publicly announced as of early March 2026.
As of March 2026, Express Entry PR processing times are approximately 7 months for Canadian Experience Class and Federal Skilled Worker Program applications, largely stable from January 2026. Average overall PR processing time is 6–8 months.
Citizenship grant processing times increased between January and March 2026, likely due to growing demand, while family sponsorship PR processing times showed improvement in the same period.
What You Should Do
- If you are a temporary foreign worker in Canada, begin gathering documents now for the TR-to-PR pathway even before eligibility criteria are officially announced — prepare language test results (IELTS or CELPIP for English; TEF or TCF for French), educational credential assessments, and proof of Canadian work experience. Monitor canada.ca/tr-to-pr for the official eligibility announcement.
- Given the high application volume expected for the TR-to-PR pathway (the previous TR-to-PR program filled within hours), set up an IRCC account now at canada.ca/ircc-account and ensure all your profile information is current so you can apply immediately when the portal opens.
- If you are in the Express Entry pool and have received an ITA, note that CEC and FSWP processing times are currently approximately 7 months. Submit a complete application (all documents ready at submission) to avoid requests for additional information that can extend your timeline beyond 7 months.
- If you are applying for Canadian citizenship, be aware that processing times have been increasing as of early 2026. Check current citizenship grant processing times at canada.ca/immigration-processing-times and plan your travel accordingly if you need to be physically present in Canada during processing.
